I can reply or forward, and if I tap the picture (or tap and hold) I got the copy option, but no download option. Using the iPad's native mail app to read my gmail I do get the share icon and download option. If anyone using the gmail app on iOS 7 gets the share icon and download option I'd like to understand why I do not.
